Creating New User Account in Admin Overwrites Existing Account with Same Name

There is no warning when creating accounts that the selected username already exists.

1. I created a new account and used a existing username with a different email address.
2. I expected the Admin would warn me that the username is already in use.
3. The Admin went ahead without any warning and overwrote the existing username account with the new email address.
