Description
As requested in the issue #455 we need to improve the queue handling.
I'm thinking about creating PyWPS deamon, which would be responsible for starting (spawning?) processes in the background, taking requests from the database table.

Research direction
Start by reading issue #455 and the PyWPS queue-handling code and database-table usage. Clarify how a PyWPS daemon should start or spawn background processes and consume requests. Done means the queue workflow and daemon behavior are defined and implemented with appropriate coverage.
