since 3.8 [ogc harvester](https://geonetwork-opensource.org/manuals/3.8.x/en/user-guide/harvesting/harvesting-ogcwxs.html) has an undocumented feature which allows to synchronise against the external capabilities, while being able to improve the generated records from a previous harvester run
