Multilingual dropdown Format name empty in 19139 and 19115

**Describe the bug**
Dropdown for setting Format name in Distribution tab is empty when creating record with multiple lang.

**To Reproduce**
Steps to reproduce the behavior:
1. Create a 19139 or 19115-3 record
2. Add an other locale to it and save.
3. In full view go to Distribution tab
4. See empty dropdown under format name.

**Expected behavior**
A dropdown which fill all i18n inputs.

Reproduce the issue by creating a 19139 or 19115-3 record, adding another locale, saving it, and opening the Distribution tab in full view. Trace the multilingual Format name dropdown from that view; done means it is populated and fills all i18n inputs for records with multiple languages.
