Accessibility issue: PDF Tables not correctly formatted

**Describe the bug**
Hi,

It appears that there is an issue with the tables in the PDF version of the metadata records (generated from the records view). It seems that the table is missing formatting and relevant tags.

I couldn't find where the PDF view is configured so I couldn't try to find a solution for this, would you be able to point me in the right direction?

**To Reproduce**
Steps to reproduce the behavior:
1. View any metadata record (either in default of full view)
2. Download the record as PDF
3. Open the PDF in Acrobat Reader Pro
4. See error in the Tables section of the Accessibility Checker (also in the screenshot below)

**Expected behavior**
For accessibility, all tables in the PDF must be correctly formatted with headers, rows and regularity.

Reproduce the problem from a metadata record in the default and full records views by downloading the PDF. Open it in Acrobat Reader Pro and run the Accessibility Checker, focusing on the Tables section; done means tables have headers, rows, regularity, and the relevant accessibility tags.
