ISO19110 Codelist anchor (xlink) not visible

Description
In the ISO19110 feature catalog metadata standard it is possible to add a codelist that describes values in a column. A code value can contain an URI reference using an xlink anchor. However, the URI is not visible for users. Can the ISO19110 schema be changed so that the code becomes a clickable link?
