Missing data for Service Contact, GetCapabilities CSW in Geonetwork 3.2

A part of the "Service Contact" (Phone, Fax, Url, Hours of Service, Contact Instructions) that is displayed in the GetCapabilities can not be completed from the Geonetwork administrator page. This does not allow the CSW service to be correctly identified.

Start at the GeoNetwork administrator page and trace how Service Contact values are stored and exposed in the CSW GetCapabilities response. Check which of Phone, Fax, Url, Hours of Service, and Contact Instructions are missing, then verify that completing them in the administrator page produces a correctly identified CSW service.
