Add a way to override/add changelog entries

Sometimes it happens that you forget your changelog entry. Unfortunately it ist most of the time not possible to recreate the tag and fix the issue. It would be better to have a changelog-override.json file which can be used to alter/augment the generated json data that is passed along to swig.
