Filter by browsers control is not highlighted if modified

### Reproduction steps

Open testplane gui, click on "filter by browsers" button (look for a"globe" icon), change default value, apply changes

### Actual Behavior

Button "filter by browsers" doesn't indicate visually that browsers filter was changed

### Expected Behavior

Button "filter by browsers" has some highlighting when the browsers filter is modified - it will help to understand why not all browsers are visible rn, especially considering the fact that filter will not reset after page reloading

Open the Testplane GUI and start with the “filter by browsers” control marked by the globe icon. Reproduce the steps by changing and applying the default browser filter, then verify that the control gains a visible highlight and remains clear after reloading the page.
