The CSS for the legend is broken when the scrollbar appears

If the scrollbar appears in the legend then the text is often hard up against the left edge of the scrollbar. Need more padding when the scrollbar is visible. Think there is another scrollbar related issue with the legend but can't remember what it is or recreate it.

Start by reproducing a legend with a visible scrollbar and inspect the CSS and rendering entry point responsible for the legend. Done means the legend text has adequate space beside the scrollbar; the unconfirmed second scrollbar issue is outside the reproducible scope.
