Move the multiple output file capability into the Builder, then just call it from the Rule

Description
At the moment the JUnit flat file test data rule has the multiple file logic embedded in it. It would be better to give that capability to any caller by moving it into the Builder code. The JUnit rule would then just be invoking that capability.
