Investigate using mountpoint for S3 access

See https://aws.amazon.com/about-aws/whats-new/2023/03/mountpoint-amazon-s3/. We should investigate using this for reading / writing data in compactions / ingest / queries. Note this is an alpha release and it currently does not support writing of files although this will be added in time. Initially we should investigate read performance and ensure the tests are repeatable so that we can repeat them as the software matures.
