Ability to encrypt and decrypt with libsodium

**Describe the solution you'd like**
Two new options for decrypting and encrypting strings with lidbsodium.

It would need to accept the public or privatekey for the sodium hashing as an input val on the encryptor and decryptor

No files, tests, or entry points are identified. Start by resolving the intended libsodium algorithm and how public or private keys should be supplied; done should include agreed encrypt/decrypt behavior and coverage for both directions.
