[TODO] Create developer documentation for i8n (internationalization)

Ideally we would like to create developer documentation in other languages besides English.

Although English is spoken in a number of other countries besides the US, a better developer experience could be added by creating documentation in other languages besides English.

My thoughts were:

Hindi
Chinese
Japanese
Korean
Russian
German
French
Italian
Portuguese
Arabic
Bengali
Indonesian
Urdu
Spanish

Also ideally this would eventually go in both /docs folder and also in the Wiki. More languages could be added at some point.

The file naming convention should be /docs/DEVSETUP.language.md and the file should be in Markdown .md replace {language} with whatever language you are writing in.
