Add some new commands

- !commands = A command to let chatters know what commands are available
- !quote = a random quote in chat
- !sr = a song request to pretzel or spotify {Alias !songrequest}
- !song prints the song currently playing
- !poll start a poll
- !social prints the streamers socials in chat
- !8ball = simulates a magic 8 ball which gives random responses to a chatters question
- !title = allows mods to change stream title
- !category = allows mons to change the stream category
- !clip = allows chatters to create a clip
- !weather = a weather bot responder to announce the weather in any location, uses a weather api
- !giveaway = announces a giveaway {a8lias !giveaway add {name of giveaway}
