The effect described in the "pulse_restart" footnote may need to be moved in the main text

This issue is to keep track of the conversation started here https://github.com/gbdev/pandocs/pull/350#discussion_r979423223 but then abandoned. I think there were some serious point raised so it makes sense to evaluate a way to give better exposure (and maybe examples) to what the footnote refers to.
