Rename location_tags table to location_tag and event_times table to event time

- Rename location_tags table to location_tag and event_times table to event time
- Update backend logic here: https://github.com/Create-Third-Places/backend

To avoid prod issues with the databae and backend not being in sync, the change should first be deployed to a test server. One the changes are verified on the test server, api.dmvboardgames.com should route requests to the test server. The current prod server will then become the test server.
