[Build] Use Automatic Versioning, Publishing, and Changelog Generation

Would be great to use something like [semantic-release](https://github.com/semantic-release/semantic-release) for automatic versioning, publishing, and changelog generation.

- Would certainly ease up your workload @garris from having to manually release.
- Would speed up the frequency of releases as sometimes changes aren't manually released for a few weeks
- Automatic changelog generation would close #330
- Having a commit message convention would also clean up the commit history 🙂

I can try and have a crack at it, if I can find the time / get the right permissions.
