Approve creates new reference images for every test

I'm using the test / approve workflow, and when I approve it creates new reference images for every scenario, even if they pass. When I go to commit the reference images, I have to commit all the images every time. Is there a setting for that? It seems like when you approve it should only update the reference images that failed, not all of them.
