No CONTRIBUTING section in the README or CONTRIBUTING.md

hello:

i wanted to get started & run the backstop tests. however, it complained that there wasnt a config file. i gen'd a config file. it then complained that ref images are missing.

are there a set of steps to get up & running in dev mode, here?
