BackstopJS can not launch development URL

BackstopJS can not launch our development URL while it can be launched manually (can be launched by entering the URL manually into a browser). BackstopJS works fine with other URLs.

Errors we got:
WARNING: script not found: C:\path\to\the\project\folder\backstop_data\engine_scripts\puppet\onBefore.js
Puppeteer encountered an error while running scenario "scenarios_lable"
Error: net::ERR_TIMED_OUT at https://development URL/

What happens on the browser:
about:blank forever...
