**Bug description**
The documentation (in [Converting into a license](https://game.ci/docs/github/activation#converting-into-a-license)) instructs to go to https://license.unity3d.com in order to activate a personal license.
The website, though, provides activation procedures only for Pro licenses now:
The linked documentation doesn't really seem to offer any useful information.
**Steps to reproduce**
- Go to https://license.unity3d.com/manual
- Upload an ULF file
- Try to activate it with a personal license serial number
- Get an error from the website
