Bug: Galaxy workflow testing on maintainer page has multiple entries

The listing of what does / doesn't have workflow testing has multiple entries where we have updated workflows in tutorials (i.e. some tutorials have 3 workflows because we keep updating them), but they appear as 'missing workflows' purely because they are old.

It's therefore tricky to see which tutorials _really_ need workflow testing and which don't!

Start by inspecting the maintainer page that lists tutorials with and without workflow testing, then trace how tutorial workflow entries are identified. Done means tutorials with updated workflows are no longer incorrectly listed as missing workflow testing.
