user reported issue with ordering in data libraries admin tutorial

> I am stuck on what I think should be a relatively simple aspect the galaxy admin training. The data library section (https://training.galaxyproject.org/training-material/topics/admin/tutorials/data-library/tutorial.html#importing-data) has some screen shots showing how to add datasets into galaxy. I am using Galaxy 23.0 and do not know where to find the "+ Datasets" dropdown menu. Can someone point me to where it is?

I am the admin, and am expecting to see more.

> I think I've figured it out. The buttons I was expecting to see only became present after running steps later in the tutorial. I would suggest that the section "Automatically Populating a Data Library" be placed before the "Importing Data" section
