Cannot install from Tool Shed in Virtual Appliance

I failed to install fastqc from main tool shed in VM's Galaxy (planemo-machine-1498170684).

I found below error message in /home/ubuntu/galaxy_web0.log

> tool_shed.util.hg_util DEBUG 2017-10-22 02:13:14,197 Error cloning repository: [Errno 13] Permission denied: '/opt/galaxy/shed_tools/toolshed.g2.bx.psu.edu'

Owner of /opt/galaxy/shed_tools/ dir is root/root.
I changed owner of it to ubuntu/ubuntu.
It seems to success to install.
Is it right way?
