Implement functionality to create tools from BioBoxes

There is a great start from @jjkoehorst here https://github.com/jjkoehorst/GalaxyBiobox. Integrating it into planemo might mean we can generate both Galaxy tools and CWL tools from the same codebase and at very least would increase the visibility of this feature.

I am imagining this could be an extension to the `tool_init` concept the way Bioconductor tools are being integrated #492 #493.

Start by reviewing the GalaxyBiobox project and Planemo's `tool_init` concept, then compare the Bioconductor integration work in issues #492 and #493. Determine the integration boundary needed to generate Galaxy and CWL tools from the same codebase. Done means the proposed BioBoxes functionality is integrated into Planemo with a clear, tested creation workflow.
