configure log level - decrease current output

Running planemo on the command line will produce a lot of output into stdout, which make it really hard to find errors. Would be great if we decreased the amount of output or provide templates configurations for decreasing log level without losing important information.

Start by tracing Planemo's command-line logging setup and identify where routine output is emitted to stdout. Review the existing configuration options, then define a way to reduce nonessential output while preserving important errors; verify the behavior across representative CLI runs.
