Description
Setup up a task, based on https://github.com/galaxyproject/galaxy/blob/dev/scripts/api/library_upload_from_import_dir.py that is set to run every x (60?) seconds, that scans a directory, like /opt/galaxy/import and automatically adds the files to the Galaxy Library if they haven't been already added.

Read scripts/api/library_upload_from_import_dir.py first, then inspect how scheduled tasks are configured in the planemo-machine environment. Define the recurring scan for /opt/galaxy/import and verify that files not already present are added to the Galaxy Library without duplicate imports.
