#### Need
- We need a pre-production environment to verify changes before pushing live.
- This should be on the same platform the prod site will be on so we can minimize differences between staging/prod environments.
#### Approach
- Deploy on Netlify
#### Definition of Done
- Able to deploy view the starter site on staging at https://staging.jxtxfoundation.org
- http requests redirect to https
