Description
During the FairyMAGs hackathon we observed that CI did not automatically update SemiBin in the [MAGs-building workflow](https://github.com/galaxyproject/iwc/blob/main/workflows/microbiome/mags-building/MAGs-generation.ga), despite the latest version being available in IUC.
Workflow uses: SemiBin [2.0.2+galaxy1](https://github.com/galaxyproject/iwc/blob/main/workflows/microbiome/mags-building/MAGs-generation.ga#L1040)
Latest IUC version: SemiBin [2.1.0](https://github.com/galaxyproject/tools-iuc/blob/f3e2c32cdc7702d165826e89c6a29202fe28182b/tools/semibin/macros.xml#L3)
Not sure why did the CI skipped bumping of tool version automatically and trigger a new workflow release.
