Include Funannotate indexes in CVMFS
The tool is completely non-functional without the required built-in index.
EU has three, AU has two (which is curious, since also use CVMFS).
GTN uses the 2022 version of the indexes
- 2023-09 index is the newest
- 2023-04 has problems (don't add)
