Tags of workflows in lowercase but not tags in workflow tag files

According to the [code](https://github.com/galaxyproject/galaxy_codex/blob/main/sources/bin/extract_galaxy_workflows.py), tags of a workflow are converted to lowercase, but tags in the workflow tag file are not when loaded.
