feature request: ability to set tags from the 'edit attributes' form

Attributes of history items can be set after clicking the pencil, except for the tags. They are 'hidden' by the label icon.
The probably less used "annotation" function is available in both menus.

Start at the history item's edit attributes form opened by the pencil, and compare how tags are exposed there with the annotation control available in both menus. Done means users can set tags from the edit attributes form while the existing annotation and tag controls continue to work consistently; review the related discussion in issue #3730.
