installed repos interface inconsistent

Description
Admin interface tells me both that I have fastqc installed and that I don't have fastqc installed. The issue once again lies in in the minor updates. The new UI does not display them. cc @guerler
below is installed fastqc revision 17
but this interface does not show it, since it is revision that has received minor update

Reproduce the inconsistency in the Admin interface using the installed fastqc revision 17 shown in the screenshots, then compare the installed-repository view with the view that omits minor updates. Done means both views consistently report whether the repository is installed.
