Description
An idea from https://github.com/galaxy-genome-annotation/galaxy-tools/pull/35: it would be nice to be able to upload an archive (tar.gz in my example) and have Galaxy decompress it and create a (list) collection with all the files contained in it.
Being able to do it when uploading to a data library too would be great

Research direction
The issue names no files, tests, or entry points. Start by locating Galaxy's upload handling, data-library upload flow, and collection creation logic, then determine how archive contents should map to collection elements. Done means archive uploads are decompressed into a collection in both standard uploads and data libraries, with behavior covered by tests.
