Data library dataset sharing menu has confusing results

Seen while helping @mtekman, we realised that he couldn't delete a dataset he created because he was on "modify item" list (despite being on the manage permissions list). We went to add him and initially saw what looked like no results and thought he wasn't there. Turns out he was way down the list after a bunch of other roles I'm not sure that it is necessary for him to see, since he isn't a part of those roles and isn't an admin.


The issue names the data library dataset sharing menu but no source file or test. Reproduce the scenario with a dataset creator who is on the modify-item and manage-permissions lists, then trace how roles are displayed and ordered. Done means the relevant user and permissions can be found without misleading empty-looking results.
