rework or remove the 'Tool Help' button on dataset

Showing the full tool help in the small area of history panel is hard to read and arguably useless. It also duplicates the 'rerun' button that shows the same in the proper manner.


Inspect the dataset history panel shown in the screenshot, focusing on the “Tool Help” and “rerun” buttons. Decide whether the Tool Help action should be removed or reworked so help is readable and not duplicated; done means the history panel no longer has the reported cramped, redundant help display.
