Highlight tools based on selected inputs.

In the context of NLP hacking with the LAPPS grid project - it was requested that if one or a couple datasets are selected there should be a way to highlight or bring to the forefront tools that are compatible with that dataset.

I know this has been discussed in the past in different ways but I cannot find an existing issue (if you know of one please link this and close this one out).

Bonus points if this takes advantage of both metadata present as well as datatype.
