Duplicate tool listing in Tool Search

This is an unusual one that makes me wonder if it is a "just me" thing that likely only someone with similar Browser/Operating System setup should try.

**Describe the bug**
The issue: When authenticated but **not** in Incognito Mode, tool search appears to show duplicate `pyGenomeTracks` tool. However, when logged out of Galaxy, the duplicate is not displayed. Could not yet replicate with other tools.

**Browser and Operating System**
Operating System: macOS 12.2.1 (21D62)
Browser: Chrome 150.0.7871.125 (Official Build) (arm64)

**To Reproduce**
Steps to reproduce the behavior:
1. **Log into usegalaxy.org** (must be authenticated user but not in Incognito Mode)
2. Go to usegalaxy.org
3. In Tool Panel, do tool search for: `pyGenomeTracks`
4. (issue does not happen when in Incognito Mode; issue does not happen on useGalaxy.eu)

**Expected behavior**
Only one unique tool appears.
