Part of the input form for text inputs in a workflow is hidden behind a frame border

**Describe the bug**
When in the workflow editor in a text input form, when I click on the "restrict text values" scrolling menu, part of it is hidden by the border of the frame (see screenshot)

**Galaxy Version and/or server at which you observed the bug**
Galaxy Version: main {"version_major":"24.2","version_minor":"4.dev0"}

**Browser and Operating System**
Operating System: macOS
Browser: Chrome, Safari

**To Reproduce**
Steps to reproduce the behavior:
1. Create a new workflow
2. Click on 'Inputs'
3. Click on 'Text Input'
4. Click on the scrolling option for "Restrict Text Values"
5. See that part of the options are hidden

**Expected behavior**
All the options should be visible
