Fix CloudLaunch deployment status refresh

Launched appliances (listed on https://launch.usegalaxy.org/appliances for example) do not have their status automatically updated any longer. It's been reported by a couple of users. It also causes confusion when IP addresses are reused within a project but by different project users who think the machine is still up even though they deleted it (and can no longer access it because presumably the other user used a different login password).
