Stepper ENA popup columns and filters review

- [x] 1. Remove FastqFTP from the filter
- [x] 2. Use the submitted date instead of First Published (need to figure out what key this is)- remove first public.

We can use this ticket for additional requirements.

Review issue #715 and the current Stepper ENA popup implementation first. This issue only records completed work and says additional requirements may be added, so a contributor needs a maintainer decision on the remaining columns or filters before implementation, with completion defined by those agreed requirements.
