allow users to explicitly filter workflows by our annotations

so we have a means to help narrow down workflows for ppl based on what organism they are looking at, where we can annotate organisms w things like ploidy and then similarly annotate workflows. we silently filter on these, but should expose them to users to they can both be aware of why they see different workflows different places and also override our decisions about whats worth showing where if needed for some reason.

i think this is a left side panel filter in the analysis page similar to what we have on organisms page
