Update outbreaks page mocks for hgPhyloPlace features

see #504 for prior discussion

two new features need incorporated:
1. a new, special resource link, which takes ppl to something like [this](https://genome.ucsc.edu/cgi-bin/hgPhyloPlace?hgpp_org=mpxv). we probably want to highlight these relative to other resources and indicate to users its interactive and what it does, to show up w a file in hand, etc.
2. a tree visualization built from the newick files available for download from the previously linked page. maybe use the tree to explain the resource.. something like 'place your own sequence on this tree [here]!'

of note, not all outbreak pages will have equivalent hgPhyloPlace pages. so these are optional features.
