clarify annotation status field

so annotation status can be full, updated or null. i assume this is null = no refseq annotation, full = some full refseq build and updated means an incremental update to some refseq. right now null shows as empty, there is a difference in capitalization for full, its not obvious wht these values means to most ppl probably. thats all language polish.

the bigger issue, which may turn into a separate issue depending how hard it is:
idk how often we fetch updated gtf (@NullModel probably the right person to ask) and so idk if when we claim updated annotation that we have the updated gtf actually
