## Summary
Add instrumentation to measure and report on the file download failure rate for ENA/SRA downloads.
**Context:** Discussed in team meeting 2026-02-05. Current download reliability is not great. David suggested concrete metrics to quantify the problem. Related to #1017 (Improve ENA reliability) — this issue is specifically about observability.
