Make Tools API Client Useful

- [ ] Allow complex parameters to be specified.
- [ ] Higher level constructs for multi-map parameters, collection reductions, etc...
- [ ] More testing.
- [ ] Write documentation.
- [ ] Parse the output of tool running into a useful data structure.
