multi payment pallet: make evm functionality as special optional features

We added some evm functionality into the multi payment pallet.

However, this is now harder to ingrate into other runtimes where there is no evm - specifically Basilisk.

I suggest to make this as optional features of the pallet.

Start by locating the multi payment pallet and its EVM-related feature configuration, then inspect how Basilisk integrates the pallet. Done means runtimes without EVM support can use the pallet without enabling EVM functionality, while existing EVM-enabled behavior remains available.
