Add Treasurer as origin for additional pallets

I'd like to propose that we add Treasurer as origin for a bunch of additional stuff - namely things like:

`pallet_xyk_liquidity_mining`
`pallet_omnipool_liquidity_mining`

In addition to this, it would be amazing if we can allow other tracks (or at least Treasurer!) to have the ability to use xcm for things such as withdrawing DOT from the relay chain etc

Currently we need to use root track when setting up new farms or topping up and adjusting existing farms because multiple tracks are required to complete the necessary tasks
