Runtime upgrade test should use new client and old runtime

Description
currently, the old client with old runtime is used, this means when the old client is not compatible with the current relay chain anymore runtime upgrade cannot be tested.
this approach would also allow an easier test of multiple runtime upgrades from different old runtimes.
